Ryan Stiles is Of Counsel to the firm, concentrating his practice in complex business disputes and litigation. He has substantial experience in negotiating and litigating post-acquisition disputes, including those regarding financial reporting and accounting issues.
During 2004-05, Ryan served as the Senior Advisor to the Iraqi Department of Border Enforcement for the United States Embassy in Baghdad, Iraq. In that position, Ryan advised the Iraqi Minister of Interior on all issues relating to Iraq’s borders. Ryan was the senior U.S. Embassy official responsible for coordinating all border security issues with the Iraqi government, the United States Government and Coalition Forces. Ryan developed, trained and mentored a special border force for deployment on the Syrian border to prevent entry into Iraq of terrorists, and their weapons and funds, and assisted negotiation of border security agreements with Saudi Arabia and Syria.
Prior to his service in Iraq, Ryan was appointed by President Bush as Deputy Counsel to the Homeland Security Council and a member of White House Counsel’s Office. In that role, he provided legal, technical and policy advice to the White House on all issues related to homeland security and domestic counterterrorism and drafted additional antiterrorism measures for consideration by Congress. Ryan assisted development and stand-up of the Terrorist Screening Center, created to consolidate terrorist watchlists and provide 24/7 operational support to screeners across the country and around the world. He also revised and updated U.S. intelligence community directives to streamline information sharing between and among federal, state and local governmental units, and advised the Homeland Security Advisor during domestic incidents or natural disasters, including the blackout of the Northeastern United States and Hurricane Isabel.
Ryan previously practiced law at two major firms in Chicago.
Ryan has delivered lectures and presentations on homeland and national security to a wide variety of audiences, including the Naval War College, the U.S. Pacific Command, and U.S. Coast Guard Academy. He also provides political commentary for the BBC and has been interviewed on CNN and other news outlets.
Ryan attended George Mason University where he received his B.A. in Economics in 1994. He received his J.D. from the University of North Carolina-Chapel Hill in 1998. In law school, he received the Gressman/Pollitt Award for Outstanding Appellate Advocacy and was a member of the Law Review and the North Carolina Banking Institute.
Ryan was born and raised on a dairy farm just outside Winchester, Virginia and currently resides in Chicago.
